Working a Modern Vehicle Crossing Into a 1920s Frankton Frontage

Council sets a residential vehicle crossing at 3 m minimum and 5.5 m maximum, measured at the property boundary. Council’s heritage assessment for the village asks that driveways remain single width, with large areas of parking kept off the front of houses, though the driveway can widen to the front of garages. A crossing at the 3 m end of the standard sits close to a single width driveway, and the widening happens further up the section where the assessment allows it.

The village streets add their own limits. Council describes narrow carriageways and wide berms with regular street trees, and the area sits offline from Rifle Range Road. A wide berm means a longer run of crossing between the kerb and the boundary, and a street tree can decide which side of the frontage the crossing lands on.

Council’s geotechnical work names Frankton inside its study catchment, describing a large area of residential and industrial city land which extends west of Lake Rotoroa, including the Hamilton CBD and the Frankton commercial and industrial centres. The Hinuera Formation beneath it comprises interbedded coarse alluvium, pumice gravels, peat and silts deposited by braided river systems. Groundwater within the catchment is typically within the upper 3 m of sediments.

Soakage is the part nobody can assume. Council states that suitability of soakage can vary considerably over short distances, and that specific testing is required to confirm the design of soakage devices. Two sections on the same Frankton street can behave differently, so a soakage answer for one is no answer for the other. We size the falls and the outfall on what the section in front of us does with water.

Stormwater here is already programmed work. Council’s plan proposes a terraced treatment device at the Frankton industrial zone outfall to the Waitawhiriwhiri stream, and lists high priority sump filter installations on Kent Street and Norton Road among others. Design imperviousness in that plan is assumed at 90 per cent for industrial land, 70 per cent for residential and 80 per cent for road reserve, which is a fair measure of how much surface already sheds water across this suburb.

Land use history matters as much as the soil. Rail yards, goods handling and engineering workshops operated beside these streets for a century, and the settlement they served is recorded by Heritage New Zealand as the Frankton Junction Railway Settlement historic area, list number 7014. Checking what ground was used for before anyone digs, and deciding where spoil goes before the breaker starts, is ordinary practice on a site with that history behind it.
