Chartwell Is Filling In, and the Gully Sets the Edge

Chartwell is going up rather than out, and the District Plan says so. Council classifies Chartwell as a Subregional Centre and applies medium density residential zoning within 400 metres walking distance of it, which is the same treatment given to the suburban centres at Five Cross Roads, Glenview, Dinsdale, Nawton and Hamilton East. High density residential zoning does not apply here. That was reserved for the walkable catchment of the central city and the frequent transport routes along Ulster Street and Te Rapa Road.

What medium density does to a concreting job is squeeze it. The census counted 2,586 usually resident people and 837 occupied private dwellings in Chartwell in 2023, from 897 dwellings in total, on a population that grew by 84 people in five years. Almost nothing new is being built on empty ground here because there is none. What is happening is a second or third dwelling going in behind an existing house, and that changes the concrete completely. A shared access way has to carry two households of traffic for decades. A rear unit needs a pour that arrives down a side that was designed for a wheelie bin. A subdivided front lot has a smaller net site area, so the permitted impermeable surface shrinks with it.

The gully sets the other edge. Council names the Kirikiriroa system as one of the six significant gully systems in the city and specifically identifies the Chartwell reaches of it. Sections backing onto that gully fall inside the Waikato riverbank and gully hazard area, where earthworks are capped at 25 cubic metres per site per calendar year with cut and fill limited to half a metre, and where new buildings are a discretionary activity. Council’s reason is published plainly: the slopes and soil types of the riverbank and gully systems potentially make these areas more susceptible to erosion, land slips and subsidence.

The last local factor is the road itself. Hukanui Road is being rebuilt between Rototuna and Chartwell with in-lane bus stops, protected and buffered cycle lanes, raised accessible platforms and a raised signalised crossing, and the Comries Road intersection is being signalised.
