Garden and Terrace Retaining Walls

Most people come to us for a low wall holding a garden terrace, a levelled lawn or a bank beside a path, and under 1.5 metres with nothing loading it from above that is the simplest wall there is.

Simple does not mean it can skip drainage. A low wall with no filter behind it still holds water, and water is what pushes a wall over. Tell us what is above the bank at the site visit, because a shed or a parking area changes it from a garden wall to an engineered one.

Driveway and Building Platform Walls

Walls holding a driveway, a house platform or a parking area are the ones we build to an engineer design every time, because the load above the wall is the whole problem.

That load is called a surcharge and it does two things. It increases the force on the wall, and it removes the consent exemption a wall of the same height would otherwise have had. We work off the engineer detail for the footing, the steel and the wall thickness.

Poured In Situ Concrete Walls

Poured in situ is the wall we recommend where the line curves, the height changes along the run, or the finish has to match concrete already on the site.

We box, place the steel to the detail and pour the wall as one element, so there are no panel joints to seal or align. It takes longer than setting panels and it gives a monolithic wall with a continuous face, which matters on anything visible from the house.

Precast Panel and Post Walls

Precast panels dropped between posts are the fastest wall we install, and on a long straight run they are usually the most economical shape.

The posts carry the load and the panels span between them, so the footing work concentrates at the post positions. Site access decides whether this is an option at all, because the panels arrive on a truck and need to be craned or placed.

Block walls are what we build where the wall has to be constructed in tight access or in lifts, since the units go in by hand and no truck has to reach the line.

The cores are filled and reinforced to the design, so the finished wall is a reinforced concrete wall with a block face. Getting the starter bars in the footing at the right centres is the step that decides whether the rest of it goes together.

Drainage is the part of a retaining wall we get called back to fix on somebody else’s job more than any other, because it is invisible once the backfill goes in.

A wall holds ground, and the water in that ground is what applies most of the pressure. We build a free draining layer against the back face, wrap it so it does not silt up, and take the outlet somewhere it can actually discharge. Skipping it is how a sound wall ends up leaning.

Retained Height and Surcharge Check

We measure the retained height at the highest point and look at what sits above the wall. A driveway, a slab, a pool or a bank is a surcharge, and a surcharge changes both the design and the consent position.

Consent Route and Engineer Design

Where the wall is exempt we build it. Where it is not, it goes to an engineer for a specific design, and the consent is lodged with that design before anything is excavated.

Excavation, Footing and Starter Steel

We cut the batter back, excavate to the footing depth and place the footing with starter bars at the detailed centres. The footing is what stops a wall rotating, so it gets sized to the retained height rather than to the wall.

Wall Pour or Panel Set

The wall goes up as a boxed pour, a set of panels or filled block, depending on the type. Steel is placed to the design with 75 mm of cover where concrete is cast against ground.

Drainage Layer, Backfill and Outlet

Free draining material goes against the back face, wrapped so it does not silt, with the outlet run to a discharge point. Backfill is placed in layers and compacted, and the wall is not loaded until the concrete has gained strength.

Retaining Wall Prices in Hamilton

A retaining wall is the one job on this site we will not put a square metre rate against, and the reason is worth stating plainly. Two walls of identical length and height can differ by a factor of three, because one is holding a garden and the other is holding a driveway. Height, surcharge, ground conditions and whether the wall needs a specific engineering design decide the number, and none of those are visible from a photo.

What we can price up front are the two costs that sit around the wall. A geotechnical investigation on a standard flat site runs $1,500 to $3,000. Engineer design and construction monitoring runs $1,300 to $2,500. Those are separate from our work and they apply to any wall that needs a specific design.

Everything else is quoted after the site visit, in writing, with the design route confirmed before you commit to anything.

What Moves the Price of a Retaining Wall

Retained height. The force on a wall rises faster than the height does. A wall holding twice the ground is not twice the wall, it is considerably more, in footing size, steel and thickness.

Surcharge. A driveway, slab, pool or parked vehicle above the wall adds load and usually pushes the job into a specific engineering design. This is the single biggest swing factor on a retaining wall quote.

Ground conditions. What the footing bears on decides how big the footing has to be. Soft ground, fill and peat all need proving before a wall is designed.

Wall type. Poured in situ, precast panel and post, or reinforced block. Each has different labour, plant and access requirements.

Access. Whether a truck, a digger and a crane can reach the wall line. Tight access means hand work and smaller plant, and it often decides the wall type outright.

Drainage and outlet. The filter layer, the wrap and where the water actually goes. On a site with nowhere obvious to discharge, this is a real part of the job.

Excavation and disposal. Cutting the batter back, and what leaves the site on a truck.

Consent and design. Where the wall is not exempt, the engineering and the consent sit in the programme and in the budget.

How We Build

What Decides Whether a Retaining Wall Lasts

Six things that separate a wall still standing in twenty years from one that starts leaning in five.

We Check the Surcharge Before the Height

The first question on a retaining wall is not how high it is. It is what sits above it. A 1.2 metre wall under a driveway is a bigger engineering problem than a 1.6 metre wall holding a lawn, and we establish that before we talk about price.

Drainage Designed With the Wall

Water is what pushes walls over, not soil. We build the free draining layer, the wrap and the outlet as part of the wall rather than as a finishing item, because once the backfill is in there is no way to add it later without taking the wall apart.

Footings Sized to the Retained Height

A wall fails by rotating at the base far more often than it fails by breaking. The footing is what resists that, so it gets sized off the retained height and the ground it bears on, and it goes in before anyone thinks about the face of the wall.

Seventy Five Millimetres of Cover Against Ground

Where concrete is cast against the ground the steel needs 75 mm of cover. On a retaining wall that face is permanently wet and permanently in contact with soil, so cover is the difference between reinforcement that lasts and reinforcement that rusts and splits the wall.

Walls Past the Exemption Go to an Engineer

A wall retaining more than 1.5 metres, or any wall carrying a surcharge, needs a building consent. We do not build past the exemption on judgement. It goes to an engineer for a design and the consent goes in with it.

We Say When a Wall Is the Wrong Answer

Some banks want a batter and planting, not a wall. Some want two low walls stepped rather than one tall one, which can drop the whole job under the exemption. We will tell you when the cheaper answer is the better one.

Retaining Wall Consents in Hamilton and What a Surcharge Does

Retaining walls are the one part of residential concreting where the consent rules bite most often, and the rule people remember is only half of it.

Schedule 1 of the Building Act exempts a retaining wall from needing a building consent where it retains not more than 1.5 metres depth of ground, carries no surcharge, does not support any building or other structure, and sits more than one metre from a legal boundary. A second exemption allows a wall up to three metres depth of ground, on the same conditions, where the design has been carried out or reviewed by a Chartered Professional Engineer.

The half people forget is the surcharge. A surcharge is any load on the ground above the wall that the wall then has to carry as well as the soil itself. A driveway, a parking area, a shed, a house platform, a swimming pool, even a vehicle parked near the top of the bank. Put any of those above a 1.2 metre wall and the exemption is gone, because the exemption was never about height alone. This is the single most common reason a wall gets built without a consent that needed one.

Under all of it, Hamilton ground varies. The Hinuera Formation beneath Hamilton is described in Council geotechnical work as interbedded coarse alluvium, pumice gravels, peat and silts, varying markedly both across a site and with depth. A footing bearing on pumice gravel at one end of a wall and silt at the other is exactly the situation that produces a wall with a kink in it, and it is why the ground gets proved along the line rather than at one hole. The Waikato District grew 13.7 per cent between the 2018 and 2023 censuses, faster than Hamilton City itself, and a lot of that growth is platforms cut and filled into sloping sections.

It is quoted per wall, not per square metre, and that is not evasion. Two walls the same length and height can differ threefold depending on what sits above them. Retained height, surcharge, ground conditions and whether an engineer has to design it are what set the number. The two costs we can give you up front are the ones around the wall: a geotechnical investigation on a standard flat site runs $1,500 to $3,000, and engineer design with construction monitoring runs $1,300 to $2,500.

Not if it retains 1.5 metres or less, carries no surcharge, supports no building or other structure, and sits more than a metre from a legal boundary. Those conditions all have to hold, not just the height. A separate exemption covers walls up to three metres where a Chartered Professional Engineer has done or reviewed the design. Outside those, it needs a consent. We establish which side of the line your wall is on before quoting it.

A surcharge is any load sitting on the ground above the wall that the wall has to carry on top of the soil. A driveway, a parking area, a shed, a house platform, a pool, or a vehicle parked near the edge of the bank. It matters for two reasons. It increases the force on the wall, and it removes the consent exemption regardless of how low the wall is. A 1.2 metre wall under a driveway needs a consent.

The consent exemption only applies to a wall standing more than one metre from any legal boundary. Closer than that and the exemption does not apply even if the wall is low and carries nothing. There may also be district plan rules on earthworks and on structures near a boundary that sit separately from the building consent question. We check the boundary distance at the site visit because it changes the route the job takes.

It is worth raising early, because the wall and the driveway have to be sequenced together and the wall has to gain strength before any vehicle goes on the fill above it.

Often, yes. Cutting the bank back to a stable slope and planting it removes the wall entirely where there is room. Two low walls stepped back from each other can also keep both under the exemption, which takes the engineering and the consent out of the job.
